Tibbets Prison is a New California Republic prison facility located somewhere within New California.
Background[]
The Black Vultures were imprisoned here by the NCR for many years after they returned to New California seeking their heritage and ran afoul of NCR expansion efforts. Juan Maxson-Elsdragon's raiders later attacked the prison several years before 2260, freeing the Black Vultures and other prisoners, all of whom joined Elsdragon's new Raider Alliance.

Tibbets Prison is a reference to the location of the same name which was set to appear in the cancelled Van Buren.
