The Pirate Raider Legion of Terror Max, also known as the Vault 5 Raiders or the Terror Max Flotilla, are a gang of nautical raiders along the coast of the Los Angeles Boneyard, originating from Vault 5.
Background[]
Vault 5's experiment had its dwellers subjected to constant, high-decibel music. Over the years, the dwellers became increasingly violent, erratic, and insane, with some even resorting to cannibalism. Many of them still survived long enough for the vault door to open, releasing them upon the world in the town of Marina Del Rey, where they began a long tradition of raiding and terrorizing nearby settlements.
When the New California Republic eventually moved into the Boneyard, the dwellers fled Santa Monica in droves, using refurbished boats from the piers of Marina Del Rey to cast themselves off to sea, and formed a legion of pirate raiders. They continued to terrorize the NCR, using their boats to conduct nautical raids upon settlements up and down the coast of New California.
As of 2260, the Legion is ruled by Terror Max, and has grown incredibly bold in its raids, even going as far as to directly attack the Angel's Boneyard, one of the NCR's most important cities. The raiders use the music forced upon them in Vault 5 to announce their presence and destabilize their enemies during raids, and even host a pirate radio station to broadcast themselves to all who would oppose the NCR and its attempts at civilization.
They have a mutual relationship with the Raider Alliance, as both parties seek to fight against the NCR, and thus have a certain degree of cooperation - such as using their radio station to broadcast NCR intelligence leaks like caravan positions.
Interaction with the Player Character[]
While the faction is largely not encountered by the player character, the DETH981 pirate radio station co-hosted by Terror Max and Dan-D-Lion can be listened to on the Pip-Boy, playing various rock tracks. Several pirate raiders and their leader can also be encountered and fought during the quest Saving Old Glory, having helped the Alliance attack an NCR caravan.
