Senator Paul DuVille is a New California Republic Senator from New Reno, sent to provide congressional oversight of the military campaign led by General William Silverman in the Cajon Pass.
Background[]
Hailing from a mansion in Sparks, Nevada,[1] Paul DuVille is a corpulent man in a frayed tuxedo and dress cane. As a senator from New Reno, it is an open secret that DuVille is a high-ranking member of the Bishop Family. Normally accustomed to the glitzy casinos of New Reno or cushy boardrooms of Shady Sands, he openly loathes his posting the dusty frontier town of Union City, sent by Mr. Bishop to provide congressional oversight of William Silverman's campaign against the Raider Alliance. The not-particularly hidden truth is that DuVille is as much tasked with ensuring the survival of Bishop Family interests in the Cajon Pass as he is keeping Silverman in line. The Bishops and other mob families of New Reno have long-held economic ties with the Survivalists. This relationship ensures that NCR laws stay out of the Pass, in exchange for being able to use the region as their own personal tax-free haven for the slave trade and illegal mining of gold and uranium to power the NCR economy. DuVille's mission is twofold - ensure Silverman does not involve the NCR in costly war without public oversight, and ensure Mr. Bishop's economic interests are not jeopardized by Elsdragon's schemes.
Should DuVille have won control over Cajon Pass, he would have saved San Bernandino from NCR oppression, freeing many slaves in the process. Utilizing his wealth and power, he lifted the region out of poverty, seeking to build a safer wasteland. However, due to the expensive nature of the charity work, the Bishops and New Reno mob had DuVille killed.[2]

- A More Perfect Union: DuVille will be present talking with William Silverman in his office as the player character is granted access, but will be dismissed along with Less Jameson and Kerry Vargas so that Silverman can talk with the player character privately.
- During the subsequent Survivalist attack on Union City, he will cower a corner of the El Casino Ballroom and simply tell the player character to help in the city's defense. After the player character has stopped the attack and spoken again to Silverman, DuVille will call them into his office to speak privately, and task them with completing their mission to restore Union City's water and power but to leave Kieva Nanjima alive.
- After returning from restoring the water and power, DuVille will order the player character to return the spoils found at Fort Daggerpoint to him, with the intent of assassinating Silverman and Elsdragon and installing the player character as the puppet leader of Athens-Tec mine. If the player character fails to convince Kieva, or instead chooses the easier option of restoring power with Dr. Marius's help, forgoing the meeting with Kieva, the senator will tell the player character that he has to think up a new plan.

For all of his evils, DuVille did a lot of good. He saved the people of San Bernardino from the oppression of the NCR, and set a lot of slaves free. DuVille used all his wealth and power to lift the region out of poverty, and build a safer wasteland. But that charity was expensive. Too expensive for the Mob. So they killed him. After that, I don’t know what happened to you. We’ve heard rumors. Stories about an unkillable courier. We heard you did some pretty bad things while trying to do good. I guess you’ll never know, unless you can remember."
