Hell To Pay is the first quest of the Enclave Squad Leonidas arc in Fallout: New California.

Beginning[]
Hell To Pay is the Enclave alternative to Save the Vault!. In this quest, one will officially join the Enclave Patriots. This can be achieved on both the Nerd and the Athlete paths, but is easier on the latter, especially if one has already ingratiated themselves with John Bragg and earned the perks Born Soldier and Born Soldier II.
After the quest The Calm Before the Storm..., the Star Player will wake up to a Vault in full chaos. Run past the security officers and Earnest Schwartz - or optionally even help Kalin Day and Jimmy Gingerly kill the officers - and meet Terra Mayson. Use the Born Soldier II, Perception 7, or Charisma 7 speech options and she will lead the player to Colonel Bragg. If the quest I've Got A Feeling... was completed, an additional dialogue option can also be used here. However, as a Nerd, she will only be convinced by a Vault Tech 2 speech option.
Alternatively, if she was ignored, running into Chevy Bragg in the security hallway can also lead to joining the Enclave through Colonel Bragg through the quest Detention. In either case, after speaking to him, he will direct the player to John "Diesel" Anderson, who will provide the player with a Vault "Patriot" uniform, a 9mm submachine gun, and 60 9mm rounds. The perk Born Soldier III will also be obtained.
Here, the path splits as Anderson reveals his doubts. One can either solidly follow the Enclave, or switch sides and join Vault 18 Security instead. If one wishes to have the option of choosing, the initial conversation with Anderson must be ended by saying "We'll talk about this later." Afterwards, it will be possible to ask him about the choice after following Bragg to the overseer's office.
Enclave[]
Either immediately shut down Anderson's concerns, or do so after asking him for more information outside the overseer's office - orders are orders, after all. Put on the uniform and listen to Bragg, who will order the Star Player to find a way in to stop Overseer Christianson. Four options are available:
- With Perception 7, Bragg will agree that explosives can be used to open the door, and will tell the player to grab an explosive charge from the Enclave footlocker outside. Explosives of 40+ is needed to successfully rig the charge on the door.
- With Strength 9, one can simply force the door open.
- With Charisma 7, Bragg will note that Jenn Hail can pick the lock for them. Find her in what remains of the Hail apartment in the Lower Apartments and lead her to Bragg, after which she will open the door. She will be executed afterwards.
- If none of these options are accomplishable, Bragg can be told so, and will simply hand over the key to the door, but will also break one's arm as a punishment for their incompetence.
Whatever the case, entering the room will reveal that it is empty, as the Overseer has fled to the Hydroponics Lab. Bragg will then be told that the Patriots managed to gain access to the Lab. Follow Bragg there and talk to him behind the sealed door. One must then prepare to fight against the security guards defending the lab, including Chief Evanson. A grenade rifle near the door can be picked up to aid with this.
Once this is done, follow Bragg to the Overseer's hiding spot in the Vault 18 Terrarium. They will converse for a few seconds before Bragg executes Christianson (the player can also shoot him before Bragg does, though he won't be pleased,) but being too late to stop him from activating the Vault self-destruct. Bragg will then order the Star Player to gather their allies and escape the Vault, though he intends to stay behind to try and slow down the explosion and also gather some data for his mission. This will lead to the next quest, Failure Means Death.
Turn Coat[]
Alternatively, listen to Anderson's concerns outside the overseer's office and convince him to let the Star Player in on his plan with Charisma 8, or by lying with Born Soldier III. Note that this can only be done before breaking into Overseer Christianson's office. Anderson will then request to break ranks with the Star Player to investigate a way to sneak behind Vault Security's defense using the Pipeworks, and hand over a key to the Pipeworks if one is not already carried. Follow him to the Pipeworks hatch in the security hallway (Chevy will force dialogue, but there are no consequences) and enter. His actual plan is to pose as a regular Vault dweller and join Vault Security via Sgt. Norman's position in the Upper Apartments; he will change into a Vault 18 jumpsuit and wait outside the hatch to the Upper Apartments, telling the player character to change as well. If the player character enters still wearing a Patriot uniform, they will be counted as still on the Enclave questline, and Norman and Eric Campbell will be hostile, and the only option after killing them will be to continue the Enclave questline through Bragg.
If the player character changes before entering, they and Anderson will be greeted as just another pair of survivors. From there, Hell To Pay will fail, and Save the Vault! will update to the stage of the Upper Apartments defense.
Behind the scenes[]
The perk Turn Coat appears to have been intended to be given at some point through this quest after betraying the Enclave with John "Diesel" Anderson. However, though several dialogue options are conditioned to use it, the perk is not implemented.
