Escape Athens-Tec Mine quest can start after the Hell's Gate, if raiders have become hostile to the Star Player before boarding the vertibird which can occur by any of the following: refusing to join in the dialogue with Elsdragon, freeing Kira from her bonds, provoking aggression phrases, or crimes against raiders and their property.
